Definitely sounds like a file type registration issue but it could be registered to a previous version of Outlook. As a first step, you might try a registry scrubber like CCleaner to get rid of unused file type associations that may be gumming things up. If that doesn't fix the problem, you'll need to dig a bit deeper. When you upgraded to Office 2016, did you uninstall the previous version(s) of office first? And I don't just mean uninstalling from the Programs and Features control panel. You need to dig the remnants out of the registry by removing or renaming any NUMBER keys found in HKCUSoftwareMicrosoftOffice and HKLMSOFTWAREMicrosoftOffice that don't belong to the current version of Office. I know 2013 is numbered 15.0 in the registry and I'm pretty sure 2016 is 16.0.
